El Gobierno Nacional expidió el Decreto 746 del 28 de mayo de 2020 que brinda a las Entidades Territoriales cuya vocación rural o características geográficas, sociales, étnicas, económicas u otras propias del territorio impidan la normal prestación de los servicios de transporte público, la posibilidad de constituirse transitoriamente como zonas diferenciales de tránsito y transporte, promoviendo la formalización del servicio de transporte.
El Decreto permite la coordinación efectiva entre el Ministerio de Transporte y Ministerio de Educación para la constitución y reconocimiento de estas zonas diferenciales, en las que las condiciones de transporte convencional afectan el acceso y permanencia de sus estudiantes al sistema educativo, de manera que se identifiquen medios de transporte escolar en los que reconoce los diferentes modos y modalidades que se dan en el territorio rural, rural disperso y urbano de difícil acceso. Es decir, mayor accesibilidad y la seguridad en el transporte escolar.
En el año 2020 la Secretaría de Educación y Cultura del Tolima, con apoyo del Ministerio de Transporte, la Agencia Nacional de Tránsito y Transporte y el Ministerio de Educación Nacional, desarrolla capacitaciones en los municipios de su jurisdicción sobre el Decreto 746 de 28 de mayo de 2020, consolidando la Mesa de Asistencia Técnica para apoyo permanentemente a este proceso.
Los primeros municipios postulados son Roncesvalles y Anzoátegui, lo que implica para la entidad educativa departamental certificada la revisión de sus documentos técnicos, el otorgamiento de los avales sectoriales y su posterior remisión al Ministerio de Educación Nacional, proceso que finaliza con el otorgamiento a estos municipios, por parte del Mintransporte, los días 11 y 12 de julio de 2022, respectivamente, de sendas Resoluciones “por la cual se crea la zona diferencial de transporte en el municipio de [ Roncesvalles / Anzoátegui) ] – Tolima, para la prestación del servicio de transporte escolar y se dictan otras disposiciones”.
Posteriormente, se postulan los municipios de Santa Isabel, Purificación y Casabianca, los cuales reciben, también, las respectivas Resoluciones por parte del Ministerio de Transporte, consolidándose esta experiencia regional como pionera en el sector educativo colombiano.
Por ello, el jueves 5 de octubre, durante el II Encuentro de líderes de cobertura 2023, convocado por el Ministerio de Educación Nacional en el Hotel Dann, de la ciudad de Bogotá, el Viceministro de Educación Preescolar, Básica y Media, otorga a la SED-Tolima el reconocimiento “Por su destacada gestión con la estrategia de Transporte Escolar: ZONAS DIFERENCIALES PARA EL TRANSPORTE ESCOLAR”.

Our website implements the ARIA attributes (Accessible Rich Internet Applications) technique, alongside various different behavioral changes, to ensure blind users visiting with screen-readers are able to read, comprehend, and enjoy the website’s functions. Screen-reader optimization: we run a background process that learns the website’s components from top to bottom, to ensure ongoing compliance even when updating the website. In this process, we provide screen-readers with meaningful data using the ARIA set of attributes. For example, we provide accurate form labels; descriptions for actionable icons (social media icons, search icons, cart icons, etc.); validation guidance for form inputs; element roles such as buttons, menus, modal dialogues (popups), and others.
